Enables you to set permissions on remote files with FTPMount.  Useful for
setting CGIs in webspace to be executable.

This is NOT a patch.  It runs as a completely separate program from
FTPMount, and uses its own FTP code alongside information from the FTPMount
directory structure.

Also included is an OS4 native version of ftpCHMOD, which allows setting
CHMOD from the command line without FTPMount.
