Just tried everything you metioned here and it's all working fine so I suspect a setup problem. 
Is this a totally new install of ClipDown or have you had it working before? 
Make sure wget has it's executible bit set.  It's not set as found it it's archive. 
Try setting the output level of getvideo to debug mode by setting the level to 9 as found at the end of the getvideo.config file.  Make sure ClipDown is run with quite mode off in the tools menu. 
Send me an email at the address found in the ClipDown.guide file with with details of what you are trying to do and what errors you are seeing and I'll help you get it up and running. 
 
Details to include: 
Where did you install wget. 
A copy of the ClipDown tooltypes. 
A copy of your getvideo.config file. 
A link to the YouTube video you have having trouble playing. 
Any error information you can capture.

I can't seem to duplicate the problem with the info you've given. 
Is the destination directory path set to an already existing directory? 
 
If you email me with more details, my address is in the ClipDown.guide file, I'll be glad to see if we can track the problem down.
