 - LockRecord() and UnLockRecord() now have 64 bit args and are now 
   in a new vector slot.

   IsFileSystemPort(), SameFH().
 - Added specific library patch version checking so older DOS versions
   can work safely with later Snoopy,
   the unavailable functions will be ghosted in the menu.
