I meant for the MakeLink line, you need to be within SDK:local/newlib/lib. For the first line, you need to be within libbz2-1.0.6.
This should work from within libbz2-1.0.6:
Copy SDK/#? ALL CLONE SDK:
CD SDK:local/newlib/lib
MakeLink SOFT libbz2.so libbz2.so.1.0

It isn't working because you need to be in SDK:local/newlib/lib first before pasting the lines from the readme.

It works fine here on my AmigaOS 4.1 FE install (MakeLink V53.3).
IIRC some older versions of MakeLink had broken relative soft link handling so if you are using one of them you might want to specify the complete path to the target or cd to SDK:local/newlib/lib before issuing the MakeLink command.
